Frank Cowden, Jr. of Midland, Texas was 81 at the time of the first Foy Proctor Awards ceremony and was still actively managing 2 sections of land in West Texas including the Cross Bar Ranch and the M Bar. His ranching roots in Midland stretch back more than a century.
